Vital streets are forbidden to use by the Palestinians in Hebron since 1994 following the Hebron Mosque massacre by Israeli terrorist Baruch Goldstein, an illegal settler, who went on a rampage inside Al Ibrahimi Mosque, killing 29 Palestinian worshipers.
