John Thomson  a Scottish Victorian photographer and traveler, whose work documenting the street people in London laid the foundation of social documentary and photojournalism.    This photo is called The Crawlers (cir. 1876 - 1877), a part of Thomson's work called Street Life of London, which documents in earnest the hardship of life of the transients and the poor in that era.
