1825 Dress - that's the Met's date but I think it's more c.1837-39 - I agree! There's no way sleeves like that are from 1825, not to mention the placement of the waist and shoulders.

In the Romantic period, the waistline moved back down and sleeve fullness moved further down the arm as well
