I always perceive a major city's downtown as the busiest part of the city. Kind of like their central business district and by that one would think most if not all downtowns comprise of high-rise buildings (e.g. think New York). However such is not the case for Downtown Spokane. According to @rolandroan's auntie the locals are not in favor of high-rise buildings to preserve the nature of its surroundings. I'm uncertain whether this holds true to this day but I think that's pretty cool.
