balloon topiary -- no tutorial, but looks like they used inexpensive poles (Lowes), and bunched non-helium balloons together (yea! saves time & money without the helium), and then added ribbon. Inexpensive, secure, and no issues with helium balloons running a-muck & getting tangled. It's also long-lasting.

No helium? No problem. Just tape balloons into the ceiling using double face tape after attaching long ribbons to each one. The ombre glitter is beautiful!
