I purchased these at the Dollar Tree they are small decorations.  They were off-white and I sprayed them white.  Then dipped them in water/nail polish.  I learned you need to dip whatever you have right away.  Also when you put the nail polish in stir with a stick.  I used twizzers to dip them.
