To achieve a silky water flow during the daytime and in snowy conditions, consider the following:  1) the lowest ISO your camera supports (this image was ISO 50)  2) a small aperture (f22 used here)  3) a neutral density filter (used ND 0.6 - 2 BL 4x)  4) a sturdy tripod  5) use the timer to reduce camera shake from pushing the shutter  The above combination here resulted in a 1 second exposure in the late afternoon (overcast conditions).

So dramatic! I'm trying to figure out how they did it. Shallow depth of field, yes (small aperture?). Muted the colors in post-production (but left some red)? And found a creative POV through the trees ;)
